Request for Qualifications for 14th Street Pilot Project

Civic San Diego (CivicSD), an equal opportunity contractor, is requesting submittals in response to this RFQ for consultant teams for the preparation of a site specific design, construction plans, details, notes and specifications as well as construction administration to complete the design for one block of the 14th Street greenway, Market Street to Island Avenue located in the East Village of Downtown San Diego.

CivicSD is seeking a consultant team with a strong track record in providing comprehensive and sustainable urban streetscape design that will meet the goals of the greenways outlined in the Downtown Community Plan and the 14th Street Master Plan. The project team should contain expertise in the following fields:  Landscape architecture, civil engineering, utilities, construction administration and cost estimating. However the team is configured, it should comprise members who have experience on previous urban streetscape projects in San Diego, are able to mobilize quickly, and maintain a high level of productivity.

Proposals from small businesses, disabled veteran-owned businesses, women-owned businesses, firms owned by underrepresented ethnic groups and local firms are especially encouraged. Teams with a strong local presence, and a proven track record for successful design and implementation of public parks in San Diego are highly desirable.

There will be a pre-submittal meeting on Tuesday, July 17, 2018 at 10:30 am at the CivicSD office located at 401 B Street, Suite 400, San Diego, CA 92101.  Subconsultants are encouraged to attend and network with prospective prime consultants. Persons who wish to participate in the pre-submittal meeting, but are unable to do so may, upon advance notification, request to have other reasonable means of participation. CivicSD is under no obligation to furnish additional resources needed for any person to participate. CivicSD will, however, make its best effort to provide for extended outreach, but in no event shall its failure to do so or any failure of the equipment entitle any person to protest the award of the contract.

Deadline to submit a response is August 2, 2018 at 4:30 pm.

The solicitation is also available on Civic San Diego’s Planet Bid’s web portal from CivicSD’s website (click Doing Business, Bid Opportunities). Any questions and requests for clarification are required to be submitted through planet bids web portal to ensure appropriate tracking and response. They should be submitted through the Q&A tab on the planet bids web portal No questions will be accepted via telephone and oral explanations or instructions shall not be considered binding. All responses to questions, requests for clarification, and addenda will be posted CivicSD’s website (Doing Business, RFPs & RFQs) and the planet bids web portal to ensure all respondents receive the same information.

Incomplete submittals, incorrect information, or late submittals shall be cause for disqualification. Copies received by e‐mail and/or fax shall not be deemed as received.
