CITY OF SAN DIEGO – Request for Qualifications (“RFQ”) of Development Teams for the Disposition and Development of East Village Quarter

Civic San Diego (CivicSD) and Jones Lang LaSalle (JLL), on behalf of the City of San Diego (City), issue this Request for Qualifications (RFQ) to select a shortlist of qualified development teams with the vision, resources and expertise to develop four City-owned, downtown San Diego blocks for an opportunity known as “East Village Quarter”. The City seeks to maximize the development potential of the site and the financial return to the City through the sale or ground lease of the site. The ideal project will create a signature mixed-use, transit-oriented development that enhances the East Village neighborhood and incorporates the vision and goals of the San Diego Downtown Community Plan, which allows office, hotel, retail, residential, and entertainment uses.

The City-owned properties are bound by 12th and Imperial avenues, K and 14th streets in the East Village neighborhood of Downtown San Diego and comprise approximately 5.25 net acres (Site). The Site is located in Downtown San Diego’s federally-designated Opportunity Zone and offers the largest contiguous property within this zone.

The City is seeking, through a competitive two-stage solicitation process, a single team (Development Team) for purposes of Site acquisition or long-term ground lease (e.g., 99-year lease) and development of East Village Quarter. This RFQ represents the first stage of the process with the goal of shortlisting the most highly qualified, experienced and financially capable Development Teams. The RFQ will be followed by a Request for Proposals (RFP), which will seek from the selected finalists fully developed project concepts, financing strategies, and offers from which the City will select a single Development Team.

Qualifications from small businesses, disabled veteran-owned businesses, women-owned businesses, firms owned by underrepresented ethnic groups and local firms are especially encouraged.

There will be a non-mandatory pre-submittal conference on January 16, 2020 at 10:00 am, PST at 401 B Street, Suite 400, San Diego 92101 (619.235.2200). Respondents are strongly encouraged to attend. Consultants are also encouraged to attend and network with prospective developers.
