Civic San Diego Funds Its 7900th Housing Unit In San Diego Neighborhoods
Ouchi Courtyards the Latest Development Approved by City Council


SAN DIEGO — The San Diego City Council approved Ouchi Courtyards Apartments on Tuesday, February 24th, providing necessary funding and a land lease agreement for Civic San Diego to create its 7,900th housing unit in San Diego neighborhoods. Civic San Diego staff presented the development overview which includes 44 affordable, two and three bedrooms apartments and 5,000 square feet of active commercial space. Ouchi Courtyards Apartments is located in the Encanto community on Imperial Avenue, one block east of Lincoln High School.

Jordan Penn, part of the development team for Ouchi Courtyards, suggested that, “The revitalization of underserved neighborhoods rarely occurs in the absence of strong local government support. I can point specifically to Councilmember Myrtle Cole’s tireless efforts to bring new development into the fourth district.”
These partnerships afford Civic San Diego to support safe, affordable and decent housing to accommodate households of all sizes. At the same time, these developments create needed investment in communities looking to attract new residents to the area.

Civic San Diego is dedicated to making housing development a top priority. Reese A. Jarrett, Civic San Diego President and CEO, commented during a recent community meeting, “To stabilize our neighborhoods, Civic San Diego serves as the catalyst in creating Mixed-Income Communities and we are enthusiastically delivering on this role. This year alone, Civic San Diego will help to deliver 650 affordable units, despite the enactment of AB 26 in 2011. Not only will this provide new housing in our neighborhoods but it represents a significant investment of more than $179 million through public/private partnerships.”

Since 1979 Civic San Diego, and its predecessor organizations, Centre City Development Corporation (CCDC) and Southeastern Economic Development Corporation (SEDC) have contributed funding to create a combined 5,868 affordable housing units for San Diegans. These developments included housing for the homeless like Alpha Square; affordable, for-sale housing developments like Legacy Walk Townhomes and mixed-income developments like the Pinnacle project.

“The delivery of a diversified housing stock is critical in rebuilding our communities, particularly in our older neighborhoods”, commented, Jeff Gattas, Civic San Diego Board Chair. “Civic’s commitment remains as firm today as it did more than 39 years ago when we developed our first redevelopment project”, Gattas continued.

As Civic San Diego charts its new course as the City’s new non-profit for community and economic development, the organization is prepared to deliver on a legacy that includes a shared vision from stakeholder support, community engagement, creative and innovative project funding solutions and sustainable development activities that enhance the overall quality of life. Jarrett sums it up best, “We are excited that our role as the former redevelopment agency will continue through Civic San Diego and we will continue the good will to create needed change in the neighborhoods.”
